Notes: Poor Wartortle was surrendered due to a new landlord taking over and not wanting him around. He was adopted as a puppy from this same shelter, to see him return is heartbreaking. He is deteriorating quickly in the shelter environment and needs a savior. He gets along with everyone and everything he meets, his last owner had nothing but good things to say about him.
